An oil deposit found in teritory that is disputed. (Not yours, not your enemies, you both want it.) What do you do?

Right now, Pusheeni doesn't really have any enemies, but if I did, then I would try my best to avoid war, and suggest sharing. cuz sharing is caring. but if they decide to be idiots and not cooperate, then I would just let them hav it.

The near by country was small and rich but had a poor military (Idk, poor choices). Lucyicra then invited the leader over to discuss to discuss it. We almost decided who would get the oil over a game of Rock Paper Scissors, but then someone shot the leader through the window and killed them, then tried to shoot me, but missed. The person was shouting Anarchy while trying to kill me but then guards killed him. Leaderless, the rich country of Easy Takeover said that they would merge with my country to prevent total anarchy. I control a small country and got their money and the oil. Plus 100,000,000 from Easy Takeover and 500,000from the bounty of the oil
