SECTION I: Overview
The International Space Access Act (ISAA) will further cooperation and exploration of Space by creating an a free, World Assembly database to technology related to space, and an International Space Agency. It will also encourage commercial space travel.
SECTION II: International Space Database
The International Space Database collects space information to share across the World Assembly.
1: To add information to the database is optional.
2: First Stage booster technology and other technology relating to rocket engines can be denied to countries who are wishing to develop ICBM's
SECTION III: International Space Agency
The ISA lets countries cooperate in space.
1: Membership in the ISA is optional.
2: All technology developed in the ISA is shared with the International Space Database.
3: If two countries that are at war are both in the ISA, they must act like allies when engaging in space operation.
SECTION IIII: Encouraging commercial space travel
1: All World Assembly countries must lower taxes on companies focused solely on space-travel.
2: All World Assembly country's space programs must attempt to cooperate with space companies.

If 3 or more countrys sign the treaty, it will be Law
